Brian Hawkins is director of free expression initiatives at Stand Together Trust where he works with diverse partners to make it easier for all Americans to engage in public discourse.

Prior to joining STT, Hawkins worked as a senior public policy analyst at Koch Companies Public Sector, LLC where his portfolio included citizen privacy, commercial speech, and regulatory reform. At Koch Companies, Hawkins led the development of the first model rewrite of the Administrative Procedures Act in almost 40 years, which reformed the federal regulatory process to strengthen due process rights and restore the separation of powers between the three branches of government. At the American Legislative Exchange Council, Hawkins managed the inaugural Legislative Staff Fellowship, convening legislative aides from state assemblies across the country to promote individual rights and openness in state policymaking.

Hawkins is a veteran of the United States Army and was deployed to Afghanistan as part of Operation Enduring Freedom. He also served a tour of duty in South Korea. He earned a master of public administration degree at George Mason University and a bachelor of arts degree from Azusa Pacific University.
